Is that a suitable voltage setting? I'm not very experienced with overclocking and haven't seen anyone mention using such a low voltage. Could there be a misunderstanding?
Your setup includes: PSU Corsair RM650, MOBO asus z97-a, CPU Intel i5 4690k.

Not sure about the method, but it seems unlikely. Did you really run a stress test on the CPU? I've tried various stress test tools and found some images.
