You're looking at two options: an HP Victus with an i5 12th Gen processor and RTX 3050, and a Ryzen 7 with RTX 3050. The Ryzen model has less RAM (8 GB) compared to the Intel option. For your use case—basic programming and some machine learning—you likely won’t need much RAM, so either could work. However, if you plan to run more demanding applications or future-proof, the Intel i5 might offer better performance. The Ryzen version is lighter but may feel slower for intensive tasks. Consider what you expect to use it for most and weigh that against your budget.

12450H's iGPU handles AV1 encoding while the 5800H doesn't, and the RTX 3050 can't do it either—this might affect your workflow. The 5800H is technically superior, and DDR4 RAM problems are straightforward to fix using affordable SODIMMs. Checking Best Buy in the US shows they typically use 1x8GB or 2x8GB modules, making a upgrade to 16GB or more manageable.
