A CPU that is not overclocked can be used with a motherboard that also has a non overclock allowed BIOS, and the system remains locked to prevent any modifications.
You cannot perform any overclocking activities.
To optimize performance, focus on reducing unnecessary processes such as Xbox DVR, game helper, Cortana, Windows Store, and regular cache or temp file maintenance. Disable services like Steam, Oracle, or similar when not actively needed.

No. Overclocking is not permitted.
You should focus on optimizing performance by turning off features such as Xbox DVR, game helper, Cortana, and the Windows Store. Regularly clear cache, temporary files, and unnecessary data. Reduce active services like Steam, Origin, or Oracle when they are not in use.
