There isn't one magic number for over-clocked settings. Just leave your voltage levels normal when you start with regular memory. figuring out how fast things run takes a guess-and-check approach, and sometimes two pieces of RAM that look alike will give totally different results.

My PC has these parts: CPU is Intel Core i5-9400f running at 4 GHz, the motherboard is an Asrock B365M Phantom Gaming 4, I have 16GB of RAM from HyperX Fury that runs at 2400 mhz, my graphics card is a Sapphire RX570 Nitro+ with 4 GB of video memory, and for power I'm using an EVGA 500W adapter. My case is the Cooler Master Lite 3.1, which holds the SSD (Samsung M.2 NVMe 970 Evo Plus, 250 GB) but also has two laptop-style hard drives attached to it.

The computer's board can run at a maximum of 2666 megahertz. Did you try turning that setting on inside the BIOS menu?

You don't need to use a magic safe number when you change your processor's clock speed. Just set your RAM voltage to a normal amount and figure out how fast it runs by trying things out yourself. Two sets of RAM from the same brand might give totally different results depending on what you try.
