It appears you've just completed the task, but it doesn't negate the reality of using obsolete software on a newer operating system. You'll need either an update to the software or a more compatible system around 20 years old to proceed. No changes will alter this situation.

Other methods to manage retired MS Publisher.
MS Publisher EOL - Following October 2026, what alternatives can open .pub files?
We currently use Microsoft Publisher on all staff and student devices. As a Cyber Secure Essentials accredited MAT, we must keep our software supported by the manufacturer with updates. Therefore, as of October 2026, we will need to discontinue using MS Publisher. We're preparing...

Beyond the desire to maintain what your son is accustomed to, it's unclear how often he accesses these old .PUB files. The provided link offers a resolution, though it isn't from Publisher 2002.

Backwards compatibility in one direction means "upwards" compatibility is the opposite. It’s just too outdated, I think.
Jeskola Buzz for instance is 32-bit software and works fine without any problems on my machine.
There likely needs to be a bigger group of people who maintain software so it continues to function on newer systems.
That version from 2002 is so outdated that many newer versions exist, and almost no one uses it anymore.
By the way, I respect your choice to keep your son’s habit. But it’s hard to grasp. It looks like his decision to stick with this software is because he’s already using it. The cat bites its own tail. Autism covers a wide range. You probably know whether or not he could switch to another program. Otherwise, you wouldn’t ask.

If he or she can handle the switch to Win 11, I believe an update to Office will work fine too.
The gap between Office 2002 and the present is significantly smaller than the gap between the OS used in 2002 and Win 11.

I just installed Scribus and was amazed by its ability to handle so many file types.
