7770 But I wonder if I'm hitting the limit of what it can manage? Or is this just an optimization problem? I've made several changes—flora update, improved trees, enhanced lighting, better water effects, 2k rock details, upgraded NPCs, sunlit bokeh effects, bright northern lights, and refined interior shadows. My VRAM isn't at full capacity, but when loading in the open it stutters significantly... Here are some of the changes I've implemented so far.

It operates at full capacity using those mods, achieving 60FPS without any anti-aliasing.

GPU operates without reaching full capacity because it is limited by Vsync.

The mood in Skyrim feels really low. My GPU is the main issue keeping me stuck. You managed to add mods without hitting the VRAM limit. The game could really push my 970 to its limits.

Great, with all the mods installed in Skyrim, your 970 uses around 2 to 3GB of VRAM.

Once you install an ENB, the speed will begin to drop noticeably. However, this seems to be a problem with no ENB. It looks like you spent a lot of time adjusting the settings to fix it so it works properly.

These are my GPU metrics, highlighting the highest VRAM consumption this game uses, apparently near Whiterun. It's also the most problematic area for stuttering—turning around reduces VRAM usage and stabilizes the game, which doesn't make sense.
