I don’t have a specific method, but you can try resetting the settings or consulting the user manual for your device to re-enable it.

Have you attempted to link it via Bluetooth? It should function with Bluetooth if it's a more recent controller (I've used the Phantom Black and a standard XB1 S White, both working well over Bluetooth). Older models from before the Xbox One S release likely won't connect properly with PC Wireless without an adapter.

Previously, when the problem occurred, I discarded it and opted for a PS4 controller instead. According to others, the issue likely stems from the device's internal components failing.

It's a legacy controller. It functioned properly before, except for occasional random disconnections. You're asking about bringing it back after disabling it in Device Manager, but it no longer appears there.
