Be aware that I seldom engage in pure vanilla Arma 3, at most I play modified or lightly altered versions. Still, even with minimal changes, my system seems to underperform as expected. Generally, my game rarely hits 60 frames per second (even without VSync) and I seldom reach 50 fps unless I’m in a very empty or deserted part of the map. In crowded zones, I manage around 30-40 fps, occasionally dropping to 25 fps. I continue playing with standard settings, reducing certain effects like AA, bloom, radial blur, and water reflections. A mission I’m working on that illustrates this problem is Pilgrimage lingor with these mod loadouts.

Arma 3 optimization isn't great, particularly with MP settings.
2013: E3-1230v2 + 7950 + 8GB = bad performance
2015: E3-1230v2 + 290x + 8GB = still bad
2017: i7-3770 + 980 Ti + 16GB = still bad
Bohemia Interactive ignores the game's poor speed issues.
You might try this "optimization" to see if it helps a bit.

It omitted a section where summoning a Baphomet could boost your PC, though you can skip that part.

ARMA is just not working properly, some of the content might be useful.
Consider getting a 1440p monitor with 100-120hz for ultrawide viewing sometime.
