In gta 5 my graphics card runs between 35-50% usage while my CPU is almost always maxed out at 100%. I also experience this in other games aswell. My gpu usage goes up to 70% when there isn't much happening in the game and my CPU usage goes down a bit by 10% at best.
Would overclocking the CPU to something like 4.5 ghz help provide a noticeable or even significant difference in the CPU and GPU usage? Would it be enough or is it time to upgrade my CPU? I would rather not because there aren't many options for upgrading on the 1150 socket.
Or am I completely wrong about it being a bottlenecking issue and is it something else?

Even with 1440p and 144Hz, the 4690K @ 4.5GHz will limit the 1080 Ti in CPU-heavy titles such as BF1.
That frame rate reminds me of what 4K Ultra offers for me when I run an i7-7700K with a GTX 1080 Ti on BF1. Only at 4K would the i5-4690K avoid bottlenecking the 1080 Ti.
I expected better performance at 1440p :/

Overclocking is likely to assist. It seems you're using maximum configurations. Executing a GTX 1080 Ti on a four-core i5 at the lowest possible resolution of 1920x1080 will certainly challenge the CPU.

Have you considered adjusting the game's render resolution above 1080 to allow better utilization of the card without overloading the CPU?
