You should access your computer's BIOS during startup. Usually, you can't adjust OC settings from within Windows (unless your motherboard has special software for this). Have you checked the BIOS settings yet? It doesn't seem to be overclocked at 3900mhz or 3.9ghz.

engineer5261 :
you should go through the BIOS menu when the computer starts. Usually, you can't adjust the OC settings from within windows unless your motherboard maker has made special software for this purpose. Have you checked the BIOS settings yet? It seems like the turbo boost speed isn't at 3900mhz or 3.9ghz. Got it, maybe some motherboard firmware is interfering? Yes, gigabyte easy tune among others can help with overclocking—but just installing it won't work. If it had done so, the speed would have shown higher than 3900mhz.

You should access your computer's BIOS during startup. Usually, you can't adjust OC settings from within Windows (unless your motherboard maker has created specific software for this). Have you checked the BIOS settings before? It doesn't seem to be overclocked at 3900mhz or 3.9ghz. The turbo boost speed is around that. I understand now—maybe some motherboard firmware is interfering? Yes, Gigabyte Easy Tune among others can help with overclocking, but you need to install it properly; otherwise it won't work. If the speed didn't reflect higher than 3900mhz, it might be a software issue. It would be simpler for the person asking to back up data and try a fresh installation if we think the problem comes from software.

I have a clean setup, very little on my PC. We attempted games with a clean install and only updated drivers, but the game still worked. As we added more, such as Easy Tune, which we downloaded last night just to check if it could help reset or something similar.

The only other idea that comes to mind is a faulty power supply unit. The tech guy mentioned he would look into it, but he hesitated because the PSU had black shrouding over the wires, and he didn’t want to cut into it. He also didn’t think about asking if he could, so I took my PC back since I felt he wasn’t useful.

are they 3200mhz rams? it could be worth a shot to reduce them slightly and check the effect.

I think they are, once more, I'm still figuring out what I need to reduce them to. Where exactly in the bios should I be checking for them?

sorry i struggle with reading long passages but can't find the information about your graphics card?
if it's mentioned at the start, i'm sorry but i can't see it.

excellent card definitely fits the bill
probably best to attempt it at a slower pace to test your memory
each BIOS version is unique, so I can't pinpoint its exact status on your system
you'll need to search for references to ram, xmp (extreme memory profile), and speeds like 3200mhz or xmp1, xmp2, etc.
running a graphics benchmark such as unigine heaven or valley could also help identify any problems
