I also ran a speed test with Ookla, which connects to a server in Nagpur by default, leading to high latency. Switching to a server in Pune reduced the ping noticeably. This problem has persisted for the last three weeks. Prior to that, my IPv4 address was changing.

This means your ISP uses a central hub in Nagpur for internet access. Request them to switch your connection to a local hub or consider another provider if possible.

Your ISP acquired a collection of IP addresses and chose your current range in your area. The address you received might have been assigned in Nagpur a week back or even earlier... the records aren't refreshed every day, which can lead to inaccurate location data. An IP address by itself doesn't retain details about its usage; databases are generated by automated systems that track which devices send and receive packets. Once these databases refresh, tools like speedtest will recognize you in your town and recommend a server nearer. It's conceivable your ISP had to rearrange IP assignments and change routing paths to bypass damaged underwater cables—data passing through those routes might now travel via alternative pathways.
