In any scenario, the integrated graphics consumes the necessary RAM. The issue isn't the amount of RAM—it will be significantly slower than regular VRAM—but the integrated GPU simply isn't appropriate for this game. We're referring to a GPU that matches mid-range discrete GPUs from around 2007/2008. It works well with Windows and supports light gaming, though Cyberpunk isn't designed for light gaming.

Vega 3 does offer an improvement over the UHD 620, though I don't think it's that significant. The main issue I noticed is the processor. Zenbooks are expected to use Intel U processors, which would likely result in a 4C/8T chip with a base speed around 2GHz. Cyberpunk will probably struggle with this performance, just as much with the graphics card.
Still, for someone determined enough to play a game, they won't be overly concerned about what average gamers consider "playable." I personally played a substantial portion of Deus Ex on a machine that consistently managed only about 30 frames per second, and at times I had to play maps at roughly 10 FPS.
