It seems the necessary CSS or styles might be absent. Did you reinstall it using another installer, or the same one?

Initially I completely removed the software, then reformatted the hard drive where it was installed, and restored it to its original configuration. After that, I visited their website, downloaded the updated application, and used a new installer. I know Steam functions quite well.
