I just purchased a new Amd radeon hd 5850 and wanted to maximize its performance. I overclocked it, but went too far. Now my PSU is dead. I had a spare PSU with much lower wattage and tried it. Everything functioned but I couldn't test the GPU. Is my GPU dead?

How you know your old psu is dead? Pc wont turn on?
Give me model name of old and new psu.

Overclocking excessively doesn't generally cause a PSU to fail. Running OC at high levels often leads to a BSOD or system freeze. Have you checked if your PSU is truly dead? For example, did you remove the new GPU and boot up the system?
