I need help
I attempted to overclock my 8700k to 5 ghz with a voltage of 1.2v, but the process failed. The computer shut down as expected. Later, I encountered errors and tried booting, which wouldn't progress beyond the motherboard's screen. It froze and didn't power off or reset, so I cut the power. It boots, but not past the motherboard brand display.

Have you reset your CMOS to return to its standard defaults? Your motherboard might have a Cmos reset button on it. If not, then:
Take the power cable off the back of your PC.
Press and hold the power button for 5 seconds.
Ground yourself and remove the side cover of your PC.
Take out the Cmos battery from your motherboard (it looks like a small silver/chrome watch battery). Wait 15 minutes.
Put the battery back in, close your case, and reconnect the power.
Turn on your PC—it should start now because everything was reset to defaults.
