So here's the story. I recently purchased quite a few components to make a new build, the relevant one being an MSI B450 gaming plus max motherboard. I put the computer together the first time and it never once was able to power on what so ever. I underwent all the troubleshooting steps in the book, checked connections over and over, reset the cmos, wasn't even using the case power button, just shorting the pins. I even tested my PSU which tested totally clean. I RMA'ed it for a replacement and I'm in the same situation, this time around I even swapped PSU's with my old build, as I'm writing this my new PSU is power my old rig and my old PSU still couldn't get the new mobo to show any signs of life. I've spoken to a couple people and someone suggested that maybe the CPU is doing something to the motherboard? Or perhaps I just won the lottery and I should try to RMA it again, third times the charm, right? My specs for the new build are as follows: MSI B450 gaming plus max Ryzen 5 3600 GTX 1080 16 gigs 3000 MHz crucial ballistix Segotep 750w 80 plus gold PSU Old build: MSI B350 Ryzen 5 1500x The same GTX 1080 16 gigs 1200 MHz crucial ballistix Thanks in advance for any responses, any and all input is appreciated!
They likely check your motherboard, it's fine, and they'll return it.
Remove all components, place them on a phonebook-like surface. Include essentials: CPU, cooler, one RAM stick, power supply. Test functionality.

I was working on that project when swapping the PSU didn’t work out, but now I understand why people recommend setting it up outside first. The first time I tried it, I was really let down.
OMG! My copy of the manual is missing the motherboard diagram, and I kept mixing up the pin configurations. There are two sets on the bottom of the board that look identical, and I only realized there was another one now. Really frustrated that it took me so long! A bit annoyed with how I was treated, though. I even told my dad about it, who’s been building computers for years and didn’t notice either. Thanks to the internet forums for helping me out!
