I discovered that without using c-states, the CPU reached 4.1GHz, but when I turned them back on, it peaked at 4.405GHz. If it’s still locked, check for any restrictions or settings.

Similar to when I shared, I tried 102.60 and achieved a max of 4.413 MHz.
