You can run Windows 10 as an administrator by right-clicking the Start menu, selecting "Command Prompt" or "PowerShell," and then using the "run" command to execute it with elevated privileges.

I encountered a comparable problem and the best solution was turning off or uninstalling the antivirus program. It helped me, though it might not work for you—worth a look.
