Review your Windows Power Settings profile. If it's configured with energy-saving features activated, the hard drive might need to initiate a startup process before accessing data.

Are there any remnant system partitions remaining on the hard drive from your earlier installation? If Windows is still utilizing them, this can noticeably lengthen boot times compared to having all of your operating system files residing on a solid-state drive.

Verify your Windows Power Options settings. If any energy-saving features are activated, the hard drive may need to initiate a startup process before accessing its data.

Are there any remnant system partitions remaining on the hard drive from a prior installation? If Windows continues to utilize them, this can noticeably decrease your startup time compared to having all Windows system files residing on a solid-state drive.

Cooling fan adjustments:

Please specify the cooling solution you’re employing and the software used to manage its settings.

Additionally, detail your case's fan configuration and how it is arranged within the enclosure.

Memory performance:

How have you configured your RAM to operate at its specified speed and timings? Have you utilized an XMP profile, or are you adjusting the settings manually?

Ensure your motherboard firmware and drivers are updated to versions compatible with your operating system.

Your setup seems unbalanced. Due to your monitor’s lack of frame synchronization, you should limit your frames per second to match its refresh rate – or consider upgrading to a monitor with a faster refresh.
