I've been so hyped for the star citizen release but it's so far away... so for the time being are there any good games (not necessarily sci-fi) that feature a "pave your own path" kind of gameplay?

No, those titles don't include it.

Fallout titles... similar to RPGs or games like Rome 2? How about Elite Dangerous?

I received a refund for Star Citizen (from 2013)…not very impressed with its present condition. Next year, something new will capture my interest.

I think the X series does that. These are open-world space adventures where you can purchase various ships, weapons, and more. You pick your role—pirate, mercenary, trader, or peacekeeper—and decide how you want to play. You can even build your own space station. This is what I've heard, though I haven't played any yet. I'm planning to try X: Albion Prelude soon because I've heard it's great.
