Some people refer to it as Q and P mode. I checked photos to find out if the card actually has one, but there aren’t many details or pictures available right now. The GPU can technically run in a lower version, even in a smaller slot. It’s possible to use it at 1x PCIe at Gen 1 speeds. However, running at 4x, 8x, or 16x is usually the minimum needed for proper operation. You might be able to push it higher depending on your motherboard and version (Gen 1.1, 2.0, 3.0, 4.0). I’d try it in another system to confirm the problem, then it seems the card may have an issue. It would help to verify the vBIOS settings and consider sending it back if you can’t resolve it. Make sure you connect the 12VHPWR adapter correctly—without the full 3x8 pin configuration into the adapter or a standard 12VHPWR cable, the card won’t power on.

It functions in the PCIe 4 slot now, but I’m confused about why it wouldn’t work otherwise. I used all the power I could, followed every cable guide, and made sure the PCIe holes on the PSU were ready—even though I bought this new GPU just a week ago.
