Verify using another RAM or install one at a time. Ensure it fits only in slots 2 and 4, which are on the right side of the CPU socket on traditional motherboards. If you have a faulty RAM stick, you won’t see any signal on the monitor, keyboard, or mouse will not respond.

They both had varying amounts of RAM for testing, but now both are not working properly. Each was connected to a surge protector that works normally, yet somehow caused their failure.

It might be dirty power. The issue goes beyond just voltage. If you swapped the other machine, I’d need to reinsert all parts. A slightly loose RAM stick could give the impression of failure.
