New update: The Z97-AR motherboard is working as expected during Windows CPU boot at 4.5 GHz, but during Prime95 stress testing it drops back to 4.0 GHz.
This might be due to improper overclocking of the 4-core multiplier. The 4790k comes out of the box at 4.0ghz with only 2 cores running, and reaches up to 4.2ghz when all four are under stress. For single-core performance, it can go as high as 4.4ghz.

I confirmed it functions smoothly at 4.5ghz, maintaining safe temperatures up to 74°C during the full stress test. Just a short gaming session at 50°C lasted without issues. It's performing well!
