I purchased a Windows 7 product key on eBay. However, upon receiving it, I discovered it was limited to activating Windows 7 within Windows 7 and couldn’t use it to generate an ISO for booting or installing. I understand that with Windows 10 you can obtain an unactivated copy, but does this situation apply to Windows 7 as well?

This only functions when you input a key; OEM keys won't work on this site. To download without a product key, you'll need a third-party tool or website. I discovered this item through a fast search, but I haven't used it before.

The tool is genuine. It fetches ISOs straight from Microsoft's servers. Previously, it didn't handle W7 ISOs well because of file reorganization by Microsoft. It's reassuring that it functions now again.
