You need the ability to remove items from program files, but the system blocks you with an error about not finding the file. When you try changing permissions or moving files, it keeps saying it can't locate the specified file. Despite having admin rights, the permission changes aren't working.

Do you encounter non-English symbols in the file name? Occasionally Windows Explorer struggles to delete such items. You can bypass this by using UNC paths—like "\\?\C:\Program files\"—in the command line to rename or remove a file. Additionally, Windows may restrict deletion of certain files because they're essential for operating systems, monitoring program folders and the Windows directory to ensure smooth functionality. A workaround involves starting in safe mode or mounting the drive as a secondary partition within the system.

I'm trying to transfer files using regular characters into program files. Also, I need to remove items I installed myself that weren't included in the uninstaller provided by the control panel.

Are you using an admin account or are you logged in as the administrator? These are separate concepts—being logged in as admin doesn’t automatically grant admin privileges unless you choose to activate them (like by selecting “run as administrator”). You could execute a command as admin and then delete a file via the command prompt.

To launch Windows Explorer with admin rights while trying to delete, ensure you're using an elevated command prompt or running the task directly from an admin-level application. Also, confirm that the UAC prompt is properly handled by adjusting your security settings if needed.

If you enable it, it should function under admin privileges. You might want to test the command line separately to understand its behavior.
