I have an ASUS CH7 AIO with a 360mm cooler, 16GB RAM at 3000MHz, and a Ryzen 1600AF. I’m thinking about swapping it for a CPU like the 3800X or 3900X to match my Sapphire Pulse 5700. What’s the best choice? Also, I don’t want to hear that a 12-core CPU isn’t great for gaming—just focus on picking one that keeps my games running smoothly at around 60FPS. My budget is between $500 and $600.

A 3700,3700x or 3800x works just fine. A 3900x isn't useful for gaming either, since not all cores get used and it won't outperform the other 8-core Ryzen options.

8 cores are sufficient. I agree with what you mentioned. The 3900x is solid for the future, especially if you spend long hours rendering or require high performance. The 3950x is even better for heavy workloads. For a 5700, you only need 3700 or 2700x, and the 9900k would be the top choice.

Yeah if we are discussing potential upgrades for 1080p 60fps it's entirely pointless to upgrade anything. Nothing you do will improve performance today. Take the money you are considering spending now and put it in a rainy day fund.
