Hello, I'm using a partially installed Windows 10 without a Microsoft account and the Windows Update turned off. I'm using the command prompt for quicker, more responsive Windows 7-style start menu. I'm wondering if it's feasible to set up something similar with Windows 11. Most sources say Windows 11 needs a Microsoft account, but I want full control over updates—no interruptions and no forced restarts. I also play older games and want them to stay compatible if possible, and ideally avoid formatting the C: drive.

I performed a full clean installation, not just an update. If you're using a local account and updating via Windows Update, it should retain your local settings. Keep in mind that certain configurations might revert to their standard values, so note this before proceeding.
