According to common understanding, starting Skyrim via Steam launches the launcher rather than the game directly.

It appears to launch as the initial window for play settings, yet clicking play prevents it from starting and keeps it running without an exit option.

Did it function previously? If you're running mods, consider turning them off. You might also attempt a file integrity scan for Skyrim files via Steam.
