Don't erase it. Just change its drive letter. This is the recovery partition for the operating system. It holds the replacement files needed to boot the PC in safe mode.

It bothers me when I try to access the local drive and just keep tapping on that one instead of opening it properly.

You can perform a fresh setup of Windows by removing all other drives except C and installing it. This will consolidate all Windows components onto a single drive for simplicity. To ensure safety, I recommend backing up your data first, then disconnecting everything and reinstalling. It might resolve the issues you're facing, though it could also erase existing files on the drives.
