Initially, you can't power on the motherboard using just the 24-pin connection; you must also use the 4-pin version. Additionally, your motherboard doesn’t include a CR2032 type CRMOS battery.

Check your parts and their power ratings. It seems the fans run slower with a 4-pin connection.

That makes sense now. It spins slowly before restarting, which confirms it’s running properly. @FlyRealHigh

He mentioned it would be the same, but plugging in the 4-pin connector causes the fans to spin more slowly before stopping. I guess I understand now.

Please confirm if you have a CPU and GPU available. If it's a recent purchase, you might not have included an integrated GPU or budget constraints affected the setup.

Consider swapping the RAM stick to port B, then plug in a monitor to see if the splash screen shows up when the system starts.

It's tricky for a single PC to start without a 4-pin header. You won't be able to tell if it boots without a screen on. The CPU fan slowing down from high speed suggests it's done something but isn't active, so it might still function in some way without a display. Normally, a CMOS battery is fine, though missing one can cause problems when the system tries to save settings after shutdown. This setup dates back to the early 2010s with Intel Core processors. At that time, an integrated GPU was present, eliminating the need for a separate graphics card.

I’ve included the 4-pin connector, the screen with all three RAM options, the CMOS battery, and the GPU. The system won’t power up. You should connect your display to the motherboard via the panel in front of the M.IO Shield.
