Initially, you can't power on the motherboard using just the 24-pin connection; you must also use the 4-pin version. Additionally, your motherboard doesn’t include a CR2032 type CRMOS battery.

The CPU fan slowing down from high speed suggests it's done something but isn't active, so it might still function in some way without a display. Normally, a CMOS battery is fine, though missing one can cause problems when the system tries to save settings after shutdown. This setup dates back to the early 2010s with Intel Core processors. At that time, an integrated GPU was present, eliminating the need for a separate graphics card.
