Not sure about the changes you're making, but I'll start fresh. Load the bios and set default settings (or adjust a setting accidentally). Once factory defaults are altered, begin with the CPU frequency multiple from the start, changing it to 36 by entering that number and pressing enter. Save your changes and boot into Windows. This should result in a 3.6ghz clock speed. Avoid modifying anything else.
I just attempted that and it simply brought me back into the BIOS, displaying a message about an expired boot failure possibly caused by incorrect settings. The previous configurations in the BIOS might not work well with the current hardware setup.
Current CPU speed: 3100.mhz
Current BCLK: 100.70
Memory speeds: 3022.24mhz
I installed new RAM to check if it would help, but the issue remains unchanged.
