So I just assembled a PC with these specifications:
CPU: Intel I5-13600k
Motherboard: Asus ROG Strix B760-I gaming Wi-Fi
GPU: ASUS RTX 4070 dual OC 12GB
Storage: Two Kingston NV2 PCIe 4.0 NVMe M.2 2TB drives
RAM: 32GB Corsair Vengeance DDR5 5600MHz
Case + cooler + PSU: NZXT H1 V2 case featuring a 140mm AIO cooler and a 750W PSU

When I attempt to boot the system, the fans and PSU activate initially, then the GPU fans start for a moment before shutting down completely. The red CPU indicator on the motherboard remains illuminated.

I’ve disassembled the PC and verified all connections—everything appears normal, with no bent pins or issues detected.
Any advice would be greatly appreciated.

Welcome to the forums, newcomer! Are you able to achieve POST after removing the discrete GPU? You should be able to get display output from your motherboard because your CPU includes an iGPU. It might be useful to check the CPU's socket on the motherboard for any bent or damaged pins.

I'm having trouble getting the POST when the GPU is removed. The light continues to shine, and as I mentioned in my original post, there don't seem to be any damaged pins. Still, thank you for your help.

You might consider constructing it outside the case. It's conceivable, though not highly probable, that this could expose something.
These symptoms might point to a faulty motherboard, but confirming it would be difficult.
It seems unlikely the CPUs are the problem unless they're completely damaged.
Do you have another power supply available for replacement?

It's a set of 16gb sticks because I'm assembling an ITX PC, and I don't have another PSU since it was integrated into the case. I'm planning to build it outside the case and will take it to a local shop to test if any part is faulty. Thanks for your response.

When the motherboard fails to recognize a cooler, it will illuminate the CPU red light. If the pump isn't connected and the cooler fan isn't spinning at least 500 rpm, this issue might occur.

the pump is linked and the radiator fan is running, which doesn't appear to be the issue. thanks for your response.
