If your focus is solely on gaming, a new CPU probably won't make much difference, especially since the 1060 will still limit performance. Your decisions about CPU, motherboard, and RAM are unlikely to shift much before you upgrade your graphics card. Whether you act now or later doesn't really matter much. Expect significant changes from Intel and AMD later this year and beyond, but they'll be expensive and come with many unresolved issues. Unless you plan a full upgrade by 2023, it's best to stick with what you have today.

The 1060 offers only a minor gap, but moving to the 3070 would certainly boost performance. For better results, consider upgrading to Zen 3 or the 12th generation if you intend to increase RAM (I suggest going for 2133mhz instead of sticking with slower speeds)
