When I power up the pc, the display appears as a black screen and the keyboard does not respond to caps lock or num lock commands.

Is there no logo visible? Is it just a black screen? Are any lights illuminating? Do you receive any beep codes?

Adjust the graphics settings on the card. If the CPU includes built-in graphics, attempt to boot from the motherboard. Should that fail, reinsert the RAM.

You can boot from the motherboard by connecting an external USB drive with the bootable media and using a bootable operating system to start the computer.
