Virtual box isn't classified as a type 1 hypervisor. For a type one solution on Windows, you can use Hyper-V, but it typically behaves similarly to a regular user environment (Windows Desktop with VMs running inside). What are your objectives here? Remember, with any hypervisor, the virtual machines can't connect directly to the hardware.

Vmware refers to the organization, not just a product. What objective are you aiming for? Why are you seeking a type-1 hypervisor? You can turn on hyper-v through the Windows feature settings.
I have a basic setup with a low-end CPU from Intel called Pentium® Dual-Core CPUE6700 running at 3.20GHz. The base speed is 3.19GHz. My GPU is an NVIDIA GeForce GT 710. I run many Linux distributions, but performance remains very slow, which led me to consider using a VMware solution. However, I was informed that VMware operates as a type-1 hypervisor.
