65C seems acceptable, though it shouldn't be operating at just 3.6GHz under load. With idle temperatures around 25°C, I question if the pump mount isn't functioning correctly. Please reach out once you've updated the BIOS. Turn off any auto OC settings the motherboard has and stick to stock performance. Typically, when testing with Cinebench, you should observe all cores running near 4.6GHz briefly (PL2, short-term power cap). After that, it should stabilize around 4.0–4.2GHz to meet the PL1 limit, which corresponds to the CPU's advertised TDP—around 95W on my board, which is quite high compared to the voltages I use.
