It appears the AIO isn't functioning properly because everything in the BIOS remains unchanged since before this issue began.

Well done, it's a noticeable improvement over 101 idle, still solid.

I’d consider resetting your BIOS to default settings, restarting the system, and adjusting your XMP profile to 3200Mhz on RAM to check performance. I understand you might lose some overclocked configurations, but this could improve stability. It seems your AIO isn’t functioning optimally if we don’t try these adjustments.

Looks like it is an AIO issue so might need a new cooler looking at getting the MSI MAG Core Liquid 360R V2 AIO

Investigate thoroughly and consider several opinions before making a purchase.

I've been thinking about switching to this for a while now, but I've been waiting a little longer.

Your temperatures are significantly off. Even with a decent air cooler, the idle temperature should stay in the low 50s at a 30°C outside temperature. You mentioned it's only just beginning to stabilize. The most likely causes are restricted coolant flow (like a failing pump or debris) or non-functional radiator fans. At this point, I'd recommend replacing the AIO.
