I'm experimenting with this old workstation to set it up as a home server, but I'm stuck with loud fans and no signal. At one point it wouldn't even power on, showing signs of a dead PSU. I thought the low wattage might be the issue, but everything seems stock—1050TI LP processor and an I7 4770 chipset. Could the HDD I installed be the problem? It's a Western Digital 640GB drive with unclear performance, yet the power button still doesn't work. Any advice?

EDIT: Turns out the CPU fan was unplugged, though the issue continues. I'll include an image of the lit debug LED that's active.
