You should consider replacing the entire thermal pads along with the processor if they’re damaged. It’s safer to get new thermal pads and install them in the same locations as before. Applying only new paste might not fix the melted issue. Thank you for reaching out!
It seems the heat pads might actually be thermal puddy. If you leave them in place, I recommend applying fresh thermal paste to both the CPU and GPU and reassembling everything.
