I pressed F11 by mistake and noticed the Windows 7 Beta background with HP recovery manager. It seemed to be the HP Recovery manager interface from Windows 7 beta. I’m not sure why there was a Windows 7 beta wallpaper, maybe HP took over Microsoft’s beta version. I found this.

It seems Cyberlink might have chosen to reuse the wallpaper, or perhaps it's the standard wallpaper for their recovery tools. The exact reason isn't clear. For certainty, reaching out to HP or Cyberlink would be necessary.
