Confirmed all details are set. Previously, I also experimented with rearranging the RAM in various configurations, but that didn't resolve the issue.
Verify that the motherboard power is linked to the PSU, not the HDD power.
Just verified. It's connected properly. I'm thinking maybe the issue is the original hp software isn't installed on the ssd.
bios comes before any ssd software. I think the motherboard or cpu might have failed, so they removed what was available.
