She recently replaced her GPU with an ASUS Dual GeForce RTX 3060 OC Edition 12GB. After setup, Windows didn’t recognize the card in Task Manager, and even after installing the newest drivers, it still showed a video output using the Microsoft Basic Display Adapter. We looked into the BIOS settings to find any hidden options that might prevent detection and disabled the PCIe port security. But when we tried that, the PC wouldn’t boot—producing three long and three short beeps. We reinserted the GPU and RAM, reset the CMOS through jumper cables, and removed the batteries. Any advice would be greatly appreciated. My system has a Ryzen 9 3900 and previously ran GTX 1660 Super.

HP states the issue is a video initialization error. https://h10032.www1.hp.com/ctg/Manual/c06592763.pdf Consider using a different machine or trying to reinstall the 1660 Super.

It seems the three long beeps indicate an HP GPU problem. Begin by re-seating RAM and GPU; while the case is open, reset the CMOS. (Temporarily remove the coin cell, hold the power button briefly, then reinstall.) Check if the system boots now.

The main distinction lies in the PCIe version supported. The RTX 3060 and R9 3900 both back PCIe 4.0, whereas your motherboard may lack this capability. It seems the board is attempting to negotiate PCIe 4.0, which is likely because it's an A series chipset. If you can override the settings in UEFI to use PCIe 3.0, that might resolve the problem—this should be straightforward to verify, though OEM systems may not offer this option. The setting is typically labeled as PCIE_1.
