In short, the laptop arrived at the store. I ran every possible HP diagnostic and didn’t see any failures. The issue is tough to reproduce, though USB-C charging may stop sometimes, requiring a power or hard reset. There seems to be no hardware fault—BIOS problems were found, but the BIOS shipped with issues. I attempted to install an older BIOS version that worked fine, but it can revert to the previous one. The software for the USB-C controller can’t be upgraded. Anyone know if others have tried downgrading USB-C versions on HP models? I can always get a new MOBO from HP under warranty, but it’s frustrating because new ones might repeat the same problem or it could happen again.

I've been facing this problem for a couple of weeks. This morning I saw the 1.12 BIOS update pushed in with a revision. It installs new USB C controllers. During my last six hours of testing, I haven't managed to trigger a failure. I plan to run more tests over the next day or two to be sure. I suspect this might be the solution. There are rumors about an updated BIOS coming in late November to address this issue.

Run it a few cycles over the weekend. Functioning well still.
