You're checking the setup guide for your new Huawei Quidway S3300 switch. Since you can't get it to reset, you might want to try resetting it through the web interface or using the built-in reset button if available. If that doesn't work, contacting Huawei support directly could be a good next step.

It doesn't provide much clarity since it presumes you're already connected and only port 27 activates, yet no IP is established.

Do you mean you're trying to link via the management interface? Which application are you employing for this connection?

Trying to determine the right setup, I connected the console port to the router but it wasn’t recognized. When I plugged it directly into the computer, it showed no connection. I’m not sure if I need a specific cable, a special adapter, or any extra software.

It's a serial link, you'll need a RJ45 to 9-pin serial cable. https://www.ebay.com/itm/DB-9Pin-RS232-S...2868197630 Follow this. Then employ a tool such as Putty to link to the switch via the serial setup.
