You install it fresh on the new computer using installation media (USB drive or disk), and entering your key. You don't copy it from one to another. If it is a sticker on a computer that says "OEM" on it, this is technically breaking terms of use, but it will work. Otherwise you can grab a retail copy for 120 ish.
