Because it's a cyberPC, it's highly likely the PSU and motherboard were of poor quality. Even with a good PSU, 350w isn't enough for overclocking the Fx 8350. Additionally, Fx 8xxx CPUs need either 6 or 8 power phases along with adequate cooling. Overclocking seems unlikely. I suggest returning the device and starting from scratch if possible.
Have you been really excited about this project? The only part that can be improved is the CPU itself. To push it further, you need compatible overclockable parts, a high-quality case fan, an aftermarket CPU cooler (not the built-in AMD model), and a power supply that can manage the extra power demands. And remember, the right knowledge is key to making it work!
