Take a look at that 1 VAC restriction. You might reset your server by visiting the hoster site, if it's separate, or simply start anew. Ban him once your server is clean; then set up a private server and ban again. Strengthen your security measures! Share this info on Steam Community: http://steamcommunity.com/id/snookdoggy/

I have removed my restrictions, and I've attempted to block his IP address and Steam account, but nothing is working.

It appears IP banning isn't effective consistently. Consider reporting the issue on Steam.

I don't understand what happened—it said his IP was blocked but he wasn't removed from the game, and now he's doing the same. It will continue.
