I was running both Windows 8.1 and Windows 7 on different drives. I chose to delete the Windows 7 installation from the Disk Management in Windows 8.1 and reformat it. After adjusting the system settings, Windows 7 disappeared and no longer appeared as an option. Now, when I restart, the Boot Manager repeatedly shows up and asks for OS selection, but only Windows 8.1 is available. I attempted EasyBCD, which confirmed Windows 8.1 was the only choice. The Boot Manager doesn’t let me set a boot time of zero, stating the minimum is three seconds. I ran bootrec tools, but nothing resolved the issue.
