Use a suitable solvent or isopropyl alcohol to gently wipe away the old thermal paste before installing the new one.

Yes, rubbing a school is generally fine as long as it's done appropriately and respectfully.

consider alternatives to paper towels like isopropyl alcohol (97%+ or electronics grade) or a hand sanitizer containing about 70% isopropyl alcohol, or acetone (nail polish remover).

You might inquire on Google, but here: Yes, rubbing alcohol can help take off your CPU's thermal paste, though isopropyl alcohol is better due to its stronger solvent properties. Be careful to remove it gently to avoid harming the CPU.

I use paper towel or microfiber cloths together with isopropyl alcohol. First, I dry the surface with a dry towel to remove most of the mess. Then I clean with a towel dampened in alcohol, wiping again if necessary and allowing it to dry slightly before applying new paste. If you apply a strong alcohol solution, it dries quickly.
