My Steam workshop currently occupies around 50 gigabytes when playing Arma 3 with those mods. I wonder if moving this folder elsewhere would affect the quicker load times your SSD is designed to provide. Would relocating it impact the performance benefits of using your SSD? I also want the game on my 1TB HDD to free up space on the SSD.

I want to express that the Steam Workshop downloads area should match the installation location of the game. I think it's not possible to have Workshop mods on one drive while the game is on another.

It's not possible to divide it in that way, unfortunately, but relocating the folder between drives is straightforward.

You can relocate it and employ a symbolic link where it previously resided to direct users to the updated position:
